California Lawmakers' Pay Has Stopped. Did Not Balance Budget on Time.

A new law for California.
Maybe they thought the Controller would not obey the law. He is a Democrat.
For years the legislatures have been unable to meet the budget deadlines.
Might work, some of the lawmakers may be living from paycheck to paycheck like many of their  supporters.
