Cell phones in prison?
Don't they search going in and submit to periodic cell search? Too dangerous for guards?
The phone might come in the inmates birthday cake- ha.
Make them communicate the old fashioned way, by writing letters.
Maybe they cannot write; that's another testament to our education system.
Can be an expert doing shorthand talk, texting, a new skill the young criminals know.
