Jails, Are a Rest and Recuperation for Most Prisoners.

• It should be a place for punishment. A place you do not want to return.
• Dope addicts, the most frequent visitor.
• Winter time, the jails fill up fast.

Are we going to wise up on this and try the hard punishment method?
