A four year degree from any of the California community colleges would be more than enough to teach kindergarten to 12th grade.
A high school grad should be able to teach Kinder through lower elementary.
The real problem is discipline, the teacher must have more control. Give back to the principal the paddle.
Uniforms for all, strict appearance code , no ear rings, have normal hair, etc.
