It's my understanding that in bankruptcy, the bond holders get paid first.
I wonder who these bondholders are, they are not in the government, otherwise they would make sure they get paid off.
A huge cost to just blow up the city and haul the rubble away.
Why don't they just turn it into one vast storage city?
