My take on this is that the US knew about it as well,
but thought that to allow Bin Laden to continue to operate secluded with only a trickle of instructions to go out via runners which gave the watchers the opportunity to follow where the couriers connected, and monitor those centers electronically and gleaning useful data. Even in the event of increased traffic and not able to discern immediately what is happening, this would be a warning that something was up and then able to pinpoint a location. Those during this ongoing surveillance at the centers would surreptitiously be identified and watched for their connections. All this time Bin Laden thinking he is secure. Just a Thought.
