- Is this the Hope and Change Episode II?
 - Much of the city is being torn down and turned into farmland.
 - There is no more money, and no one will loan it to a city that has underperformed for the last 40 years.
 - If the state takes over, there will be more layoffs.
 - How does the city pay for its utilities, such as heating oil, electricity and water?
 - Utilities are private companies, if not paid they do not supply.
 - The thousands more out of work will not be able to pay as well.
 - Winter is coming on, and heating oil is not cheap.
