CIA Has Created a Counterterrorism Unit to Kill in Addition to Intelligence Mission.

That's good news.
With General Petraeus at the helm it's going to be different.
Not that they have not been doing a good job; with these predators hovering around going after a tipped  target, the terrorists will pull back to the caves in the mountains and will be no major threat.
With air  waves monitoring, including cell phones, the terrorists will be reduced to runners, who can be followed and lead to other networks.
